2. Proposals should be submitted in two hard copies with additional soft copy in a CD for record purposes. In one of the copies, please remove all the identifiers eg. name of the Institution(s), name of the investigator(s) so that it will help in reviewing the projects in a blinded fashion by the committee.

3. The committee will scrutinize the proposals in a blinded fashion and rank them prior to selection. The committee will meet physically to decide on the proposals. Tele-conferencing may be used for this purpose. A ranking will be given. The number of studies and the amount to be funded can be decided by the committee based on the rankings and the availability of funds after presenting in the next general body.

4. The proposals should reach the CSIK office in Kochi, addressed to the Secretary, CSI Kerala Chapter, Kerala Heart House, 1st Floor, Mampilly Estate, Kundanoor, Maradu P.O, Kochi - 682 304., Tel. LL 0484 2706422, Cell: 09809 210354.

5. Once the study is approved, or need any clarification, the investigators will be informed. They have to submit the clarifications and modify the study proposal if required with a period of two weeks.

6. The funding will be proportionate to the budget. If the budget is thought to be inordinately high/with out proper break up or explanation, the proposal will have to be resubmitted with appropriate modifications in the financial statement.

7. The proposer may have to be satisfied with partial funding and the rest of the fund should be raised by the investigator(s).

8. The Study even if partially funded by other agencies ( governmental or industry ) cannot have a financial gain to the investigators.

9. The proposal should be relevant to cardiovascular diseases in the state of Kerala and the study should have societal or scientific relevance which is of concern to Kerala CSI.

11. Newer proposals should not be a repetition of the studies conducted earlier by the CSI Kerala.

12. Once approved, the data will be the property of CSI Kerala and it should be acknowledged in all the publications and presentations arising out of the study data.

13. The decision regarding approval and funding by the scientific committee shall be final.

14. The investigator shall present a full audited report of the account within 1 year of completion of the study

15. Guidelines for submission.

     1. Full proposal needs to be submitted (even if it is resubmission, a fresh proposal need to be submitted) which should include:

        a. Background with literature review.

        g. Timelines for each stage of the study.

     2. Multicenter studies will be preferred which involves active participation of CSI members.

All the legal issues or compensation issues arising out of the particular study will be the sole responsibility of the investigators and CSIK or its office bearers will not be responsible. (This is necessitated because the new rules of compensation by DGCA put the responsibility of compensation on the sponsors.)

Preventive cardiology clinic

Dear member,

As you know CSI Kerala Chapter is conducting regular preventive cardiology camps at Kerala Heart House (Ernakulam). Approximately 100 persons can be evaluated in one camp. Physical examination, Calculation of BMI, Ecg, FLP, FBS are done and lifestyle advice and advise on drug management are given. The cost will be approximately 10000 to 15000 rupees depending on the number of persons attending the camp.

As we have decided in the last GBM, instead of conducting in Ernakulam everytime, CSI can do preventive camps in other parts of Kerala. Several members had expressed their willingness to do the camps at their place.

The common policy for conducting will be like this,

1. Since preventive cardiology is the focus, the group selected has to be from general public and not patients already on cardiac treatment.

2. Maximum 100 persons per camp may be evaluated in a camp.

3. The camp will be under the banner of CSI KERALA CHAPTER only conducted by CSI K members.

4. CSI K will give financial support to do ECG, blood tests etc. (Maximum Rs. 15000 provided 100 persons are checked) A good lab may be identified in the area and the rates can be negotiated.

5. No food will be given by CSI.

6. The utilization of the money given by CSIK is to be supported by keeping of proper bills and statements in the report submitted to CSI after camp.

7. A short class on prevention may be given if possible.

8. Extra facilities or refreshment can only be given as arranged by individual centre and not supported by CSI.

9. The place of the camp and the target community has to be found out by the conducting doctor.

Those centres who are willing to do the camps, please contact Mr Aneesh of CSI K. He will help.

Regards,

Dr Cibu Mathew
Secretary CSIK.

World Heart Day 2015

Dear Collegues,

This year's theme for World Heart Day (on September 2015) is 'creating heart healthy environment'. The places in which we live, work and play should not increase our risk of cardiovascular disease (CVD). But individuals frequently cannot make heart-healthy choices due to environmental factors, such as the availability of healthy food or smoke-free zones. Please plan your activities for the world Heart Day on September 29th 2015. I request that the activity report may be given to the CSI Kerala office, which can be submitted later to central CSI.

Please send the details of activities of the World Heart day in 2014 conducted in your centre. Please send the details to the CSI e-mail as early as possible.

with warm regards,

Dr Cibu Mathew
CSI-Kerala Secretary

Dear colleague,

(Sub. Issue of PGDCC holders practicing as "cardiologists". Strong protest against this.)

You may be aware of the problem of PGDCC (post doctoral certificate course in Cardiology) practicing as Cardiologists. PGDCC is a 2 years training in Cardiology given to MBBS holders. They do not get training in internal Medicine as DM/DNB students have. The training in Cardiology under PGDCC is nowhere comparable to 3 year DM/DNB cardiology. Hence PGDCC trained doctors cannot and should not be called cardiologists and they should not practice as "Cardiologists". MCI has given clear guidelines regarding who should practice as cardiologists. We are representing to the government and MCI regarding this. We are also proceeding with a legal case.

We are concerned about the following problems.

1. PGDCC holders are projecting themselves as 'cardiologists' without having a proper and complete training. We cannot accept this.

2. Many centres /employers, without knowing what PGDCC is, are considering PGDCC equivalent to DM/DNB. This is totally unacceptable. There are instances where PGDCC was considered for even Govt. job as cardiologists. This produces an acceptable competition for DM/DNB trained persons who have put in at least 6 years of training after MBBS in a proper MCI regulated manner. Our new members are especially concerned about this.

3. PGDCC is not MCI recognized.

4. The public does not know the difference between the PGDCC training and DM/DNB training. Undertrained persons cannot project themselves as 'Cardiologists' and should not confuse/cheat public. Some of our members have informed that even cardiac cathlab interventions are being done by PGDCC doctors. This will affect the standard of Cardiology care.

CSI-Kerala believes that the PGDCC trained doctors cannot practice as 'Cardiologist' whether it is 'Clinical Cardiology' or any other type. We in the CSI- Kerala have taken a strong stand that the practice of PGDCC trained doctors as Cardiologists is totally unacceptable. They can practice as doctors but not under the label Cardiologist.

We had discussion in general body meeting of the CSI Kerala chapter on several occasions and it was decided in the last general body that CSI- Kerala will take a strong stand against PGDCC practicing as cardiologists, since it is both cheating the patients and at the same time being a professional threat to cardiologists who are properly trained under DM / DNB.

I request that all the members of CSI should whole heartedly support the fight against PGDCC holders projecting themselves as "Cardiologists" .

1. We request that CSI-Kerala members should not associate with the meetings of PGDCC doctors where they project themselves as clinical cardiologists. PDGCC holders have formed an association named Indian Academy of Clinical Cardiologists and are conducting CME projecting PGDCC doctors as clinical Cardiologists where our members also participate as speakers. We are not against CME or academic discussions. However as a method of protest we will not participate in any meeting where the PGDCC doctors are projecting themselves as Cardiologists/Clinical Cardiologists. Our members should not support Indian Associations of Clinical Cardiologists or their meetings.

2. We as a mode of protest will declare July 28th as a Black day and work with black badge and also will put a notice in front of our OP in Malayalam against PGDCC holders practicing as Cardiologists for public awareness.

Expecting your wholehearted cooperation in this matter,

Dr Sunitha Viswanathan, President

Dr Cibu Mathew, Secretary

Dear Members,

In the last GB of CSI Kerala Chapter at Pulinkunnu in November 2014, it was decided to form a committee for guideline formation for the disbursal of financial assistance to the poor.

Following draft guideline was formed in the Executive committee met on 8/2/15. It will be presented in the next general body.

The financial assistance will be given to emergency life saving cases preferably to primary angioplasty and also to pacemaker implantation and emergency CABG or emergency cardiac surgeries depending on the merit and usefulness (to be decided by the treating doctor).

Assistance of Rs 50000/- will be given per patient. Total of 15 patients can be helped. One centre will be given assistance for one case per year. The treating doctor has to ensure that some waiving off of the fees is done from the hospital/ professional fee to make the effort in financial assistance a combined initiative.

There will be a committee of 4 persons, the president, the secretary, the treasurer of the CSI and Dr Sudayakumar (the chairman of the committee to decide on poor patient fund) to decide on the disbursement of assistance in emergency cases. The committee members will be available over phone. The treating doctor in case of urgent need for a procedure, which may be lifesaving, can contact any of the 4 members avialable. After getting concurrence from the committee, the doctor can proceed with the procedure and the cheque will be issued to the patients name as early as possible or in 3days time approximately. As the amount will be encashed only after a few days, the hospital has to accept this delay. The treating team should discuss this program with the hospital authorities and streamline it in advance.

The treating doctor will have to produce evidence of utilization by way of hospital bill or treatment summary. Statement from the patient that the amount has been received and utilised for the purpose should be sent to the CSI office. This is needed for office filing and auditing.

Please think about it and give your valuable suggestions in the general body.

Yours truly

With regards,

Dr Cibu Mathew
Secretary CSI- Kerala
